Applying Federalism to the Sudan Conflict

Abstract

Sudan as a multiethnic country with a long history of conflict and political instability, faces significant challenges in building an inclusive and sustainable governance structure. One proposed solution to address inter-regional conflicts and power imbalances is the implementation of federalism. This research aims to analyze the potential for federalism in Sudan, highlighting opportunities, challenges, and the necessary steps for implementing this system of governance. Through a literature review and comparative analysis with other countries sharing similar characteristics, this study finds that federalism could provide greater autonomy to marginalized regions. However, its implementation in Sudan faces numerous obstacles, including ethnic conflicts, economic disparities, and resistance from dominant military groups. Therefore, legal and constitutional reforms, along with international community support, are essential to ensure an effective transition to federalism. The study concludes that while federalism is not an instant solution, it offers Sudan the opportunity to establish a more equitable and stable governance framework. Strategic recommendations are provided for the Sudanese government, civil society groups, and international stakeholders to support the future adoption of federalism.
