Evaluation of Mustahik Empowerment Strategies through the Business Capital Assistance Program: A SWOT Analysis at BAZNAS Mojokerto Regency
Abstract
Social welfare in Indonesia continues to face major challenges, particularly among lower-middle-income groups vulnerable to poverty and social exclusion. Although poverty levels declined to 25.90 million people in March 2023, structural issues remain unresolved. To address these conditions, the National Amil Zakat Agency (BAZNAS) implements a Business Capital Assistance program aimed at strengthening mustahik economic capacity through capital provision and business mentoring. This study evaluates the empowerment strategy carried out by BAZNAS Mojokerto Regency using a qualitative case study design supported by SWOT analysis. The findings show that the empowerment strategy integrates motivation building, skills training, self-management, resource mobilization, network development, and continuous monitoring. This approach effectively enhances mustahik economic independence and social welfare. SWOT analysis identifies strong moral support, comprehensive skills training, and wide networking as key strengths, while weaknesses include beneficiary dependency and varied competence levels. Opportunities lie in technology use and strategic partnerships, whereas threats involve competition with informal lenders and macroeconomic uncertainty. The study concludes that BAZNAS Mojokerto’s empowerment strategy is effective but requires further refinement to strengthen sustainability.
