Peran Pemerintah Desa Dalam Mendukung Pengembangan Usaha Rumput Laut
The Role of the Village Government in Supporting the Development of the Seaweed Industry
Abstract
Penelitian ini bertujuan menganalisis peran pemerintah desa dalam pengembangan usaha rumput laut di Desa Malambe, dengan menekankan koordinasi, fasilitasi, dan motivasi masyarakat. Meskipun banyak studi membahas pengelolaan pesisir, penelitian sebelumnya cenderung berfokus pada intervensi pemerintah daerah atau pusat, sehingga peran strategis pemerintah desa sebagai aktor lokal masih kurang mendapat perhatian. Metode penelitian menggunakan pendekatan kualitatif deskriptif melalui wawancara mendalam, observasi lapangan, dan analisis dokumentasi. Hasil penelitian menunjukkan bahwa pemerintah desa berperan sebagai koordinator program, fasilitator sarana produksi, serta motivator dalam studi kelayakan usaha, meskipun masih terbatas pada dukungan material sederhana. Diskusi temuan ini menegaskan relevansi teori Collaborative Governance dalam konteks desa, di mana kolaborasi antar-aktor lokal menjadi kunci keberhasilan. Novelty penelitian ini terletak pada penguatan perspektif tata kelola kolaboratif di tingkat desa, serta penegasan gap bahwa dimensi fasilitasi teknis belum optimal dalam mendukung keberlanjutan usaha rumput laut masyarakat pesisir.
